Thanks for telling us the location. Harriers have the white uppertail covert patch in all plumages, so this isn't a Harrier. The color and tail banding indicates this is an immature accipiter - but telling which one especially from a photo can be tricky.
I'd be inclined to call this a Cooper's Hawk based on the slightly rounded shape of the end of the tail, and the white edging there. As the Cooper's is larger than the Sharp-shinned, you would also be more likely to mistake it for a Harrier.
