Chances are it was ingenuously protecting its lunch & saw you as competition. It was only when you got so close that it decided it was too out-queenly sized to stay.
I watched a bald eagle aimlessly drinking from a lake 2 weeks ago and it too was surprising. In water to its belly, it always leaned forward and peered first, then sometimes it plunged its head in to above the eyes, irritably snapping at the water, and other times scooped its beak forward in the water. This went on about 7 times, with a full minute between drinks. He flew in over my head, so pretty sure he knew I was sitting there watching.
