Some bigger birds, I believe parrots, seem to be able to count. What about beautifully learned behavior? Does a song bird live enough summers to catch on, after a few summers of cow bird eggs?
From what I've read, the birds which do throw out cow birds do so at the egg stage. Pehraps the instinct to certainly feed is too strong once the birds hatch.
